Ho Chi Minh City: Striving to improve the PAPI index in the period of 2021-2025


The People’s Committee of Ho Chi Minh City has just issued a Decision to improve the provincial public administration and governance performance index (PAPI index) in the area for the period 2021-2025.

Accordingly, the city sets a target that in 2021, the PAPI index will be classified in the group of provinces and cities with high average scores. In 2022 and the following years, the City’s PAPI index is classified in the group of provinces and cities with the highest scores.

To achieve the above goal, the City has implemented a number of solutions to improve the score of the PAPI index. That is publicity and transparency of regimes and policies related to the people; planning, land use plan, urban planning. At the same time, the city strengthens accountability to the people; including dialogue with organizations, individuals and communities when pressing issues and issues arise among the People.

Ho Chi Minh City also controls corruption in the public sector. In particular, strengthening inspection, examination and supervision of state management activities at agencies and subordinate units. The city strictly handles corrupt acts and handles the responsibility of the head when there is corruption in the agency or unit in charge.
